[Xastir] Trouble with AGW TNC Engine

When I was coding the stuff up I spent a lot of time on that
problem, and couldn't make it work.  Therefore it is disabled.  You
have to use a wide open AGWPE in order to have it work for you.

Looks like that initial '}' is probably causing it to skip the
decoding.  Have you tried running that packet through in debug mode
to see what errors/warnings are presented?
