[Xastir] installing xastir in linux

Instructions are listed in the INSTALL file off the
http://www.xastir.org home page for Linux.  For Windows it's the
README.win32 file you look at.

I'd suggest at this point that you install one of the development
snapshots (yesterday's) or the CVS version due to the terraserver
URL changes.
