Sorry, I should have been paying more attention.  It doesn't appear
that you have a source distribution of festival.  Looks like a
binary version.

I've only successfully installed Festival from RPM's.  When I tried
from sources a while back I ran into trouble, then found RPM's that
worked for me and stuck with those.

The "configure" step I was referring to was Xastir's, not festivals.
I don't even know if festival uses the same scheme.
