This is very likely.  Assuming that the computer is somewhat modern,
ensure you've got the latest ATA/IDE chipset drivers installed; they can
make a huge difference.

I've always found cygwin on win95/win98 to be somewhat strange,
personally, so this behaviour doesn't surprise me.
