Another condition to consider - if the shapefiles or other vector maps
are loaded before a raster map, the raster map rendering will overwrite
the vector map, making it invisible, even though it might have loaded.
This is where map levels comes into play.  Or for testing purposes,
disable all raster maps and see if the vector maps appear 'as if by
magic'...
