[Xastir] Cygwin and ImageMagick ?

Got a note from David Flood that said this:

"recomend that he use the Cygwin install program to install libxml2
and see if that fixes it....my Configure.log said that the test was
failing because of that missing library to compile the "test"
against..once it was installed then ./configure found the Cygwin
ImageMagic just fine"

Try that, and by all means let us all know what works out of the
things you try.
