[Xastir] Adding offline maps?

Xastir can handle some of them directly now, if you install
GDAL/OGR.  We have very limited support at present, but that'll
change over time.

You can also use the ogr2ogr command to convert between map formats.
Not sure how well it works on any particular format, but it's worth
a shot.

OGR is a vector library, and is part of GDAL, which is a raster
library.  No, I can't explain that either.
