[Xastir] Imagemagick 6 and tiger maps

Is your timeout set too low?  I just cranked up the max to allow 90
seconds for the timeout.  Try a small map window size and max
timeout to see if Xastir will display it.  Also verify that "display
filename" on the downloaded map does what you expect.
