[Xastir] Festival and Weather Alerts ?

In light of the earlier discussion about if Festival is working or not, I have
re-compiled Xastir to talk to a Festival server on a different box and now I
am hearing things.

I had not paid much attention to this before, but now I hear the weather
alerts. I get a message that says something like:

Weather Alert 8
Weather Alert 23

What is this telling me? Where can I go in Xastir to see the information from
the alert?
