It's in the Interface Properties dialog for some sorts of
interfaces. Down near the bottom of the dialog.

No. You could put that into the tnc-startup file I suppose. You
could write a Perl script to send the proper commands to the TNC
(with appropriate delays). See the xastir/scripts/kiss-off.pl
script for ideas.
