I created a special geocode file that only has WA data in it, for
speed.  If you're not seeing any differences in case and such, then
this isn't the problem.

I spoke with Clay on the repeater during my commute home and he's
having the problem on Linux, so it's not Cygwin-specific.  Will have
to think more about where to look for the problem.
