[Xastir] Shapelib & Cygwin

And a follow-up to this.  'man sudo' to learn how to make the sudo 
command work allowing you to do root tasks without being in the root 
account.  Useful for the administrator, makes it less likely you'll be 
wondering where all your disk contents went...
