Correct.  Xastir will look in some standard places, and a few
non-standard ones determined by particular needs (like MacOSX and
Fink), but it doesn't look everywhere.  If you have things in an
unusual places then you have to tell configure where to find such
things.

There's absolutely no way that you'd want configure searching your
entire set of hard drives for something to use.  It'd take forever,
and you'd have widely varying results based on what it found first.
Often the header files wouldn't match the installed libraries, etc.
