[Xastir] tiger / shapelib problem

A recompiled cygwin/xastir should do shapefiles..   That's something I've
yet to work through.   Last week I learned the geotiff magic and so the
goal right now is for the out of the box regular (not-min) install to
support
geotiff and Internet data sources such as Tiger and Terraserve.   As time
allows we'll hopefully get to the point where shapelib works by default.  I
say hopefully because that may require an additional install step...
