[Xastir] ImageMagick Problems under Cygwin

I have Xastir running on Windows XP under cygwin.

Yesterday, I tried to add some weather radar .geo files, but I am having a
problem. When I Index New Maps, I get errors like this:

*** Skipping '/usr/local/share/xastir/maps/3-Online/Radar/Regional/lrc_mrx.geo'
 IMAGESIZE tag missing or incorrect. ***
Perhaps no XPM or ImageMagick library support is installed?

I have the ImageMagick package loaded, and when I run configure I see the
following:

Building with libgc (Debug) ..................... : no
Building with profiling (Debug) ................. : no
Building with rtree indexing (experimental) ..... : yes

Am I missing some cygwin package that I need to be able to view these .geo
files? or do I need to update these .geo files?

I fetched these .geo files from here:
http://wetnet.net/~we7u/xastir/maps/radar-geos.tgz
