[Xastir] Change to RELAY digipeat function

Considering how much bandwidth has been devoted to that
subject, would it be difficult to make it a 'config file' entry
that defaults to RELAY if you didn't put anything in there ?

Yes.

Problem is, Xastir gets used world-wide, and there's no indication
yet that anyone except U.S. and Canada are switching. It'll be a
while before those two countries are fully switched over. Better to
leave RELAY in there for a while.
