[Xastir] Directed station queries no longer getting answered?

It's certainly possible that the intermediate state I left messaging
in yesterday is a no-go.  I'll have more changes this
afternoon/evening to messaging.  What I'm currently running
definitely works.  I just sent a message through the server port to
another Xastir, which then put it on INET.  Message went through
inet to another Xastir station and got acked.
