[Xastir] Linux Standard Base Xastir Binary

We just got rid of the dependency on "/usr/bin/finger" in Xastir,
replacing it with our own internal TCP code.  Fetching the full NOAA
weather alert text should always work now on all platforms including
LSB.  Double-click on an alert in the View->Weather Alerts dialog to
see the full NOAA text.  We should have a note regarding this
displayed somewhere on that dialog.

I've enabled the Festival client code in the LSB binary.  Once you
install Festival on your system and start it in server mode,
LSB-Xastir should find it.

Snapshots work now too under LSB.

The things we _don't_ have working yet under LSB are:

  Printing (needs "lsb-gv" which needs "lsb-libXaw3d" which
  needs "lsb-libXmu"...)

  AX.25 (depends on kernel version, can't implement within LSB)

  GPSMan. Needs "lsb-Tcl/Tk" + "lsb-gpsmanshp". Change to
  "gpsbabel" instead?

  GDAL (Still working on this)


Note that we also have some dependencies on external binaries here
and there, but in each case they are specified as "must be present"
in the LSB spec.  This doesn't mean they have to be present in the
path on non-Linux systems (or even non-LSB-compliant Linux systems),
so it'd be great to get rid of these dependencies at some point as
well.
