libdpstk is the display postscript library.

Diplay PostScript was removed from xorg. All programs that previously were
linked to use display postscript needed to be recompiled.

The thing you had to hold back on Cygwin was xorg, because ImageMagick was
built to require libdpstk, and there was no ImageMagick package maintainer
to rebuild it.

Apparently very recently ImageMagick got a new package maintainer on cygwin,
and it got rebuilt -- no longer requiring you to hold back xorg.

Apparently, though, GraphicsMagick is still in that state. Either pitch
GraphicsMagick on Cygwin (if xastir's the only thing that's using it), downgrade
xorg to the previous version, or force xastir's configure script to ignore
the installed GraphicsMagick.
