[Xastir] Enable Map Levels --- default off?

I just put some maps on my brand-spanking-new ubuntu install of xastir, and
discovered that they looked awful.  The reason was that the "Enable Map Levels"
feature defaults to off in a new install, and all the dbfawk stuff that 
make maps render nicely dependes on that.

Is there a good reason to have Enable Map Levels off at the first install 
anymore?  If not, let's change it so that a brand new full install of xastir 
can produce maps as they were intended to be seen.
