[Xastir] Setting transmit times and callpass

There's only one transmit rate in xastir, it's set in the 
File->Configure->Timing dialog.

There's a program that's installed when you install xastir called "callpass"
Just run it with your callsign as its argument, e.g.:
  callpass ka0diz
