[Xastir] D700 shows up with DF indicator?

I continue to see them at odd intervals.

If I recall correctly, the issue a few months ago was 8-bit characters that 
were confusing xastir's decoding.  These were invariably corrupted Mic-E
packets.  I think that specific issue got fixed and that these are 
something else --- they're happening too infrequently here for me to pin
them down, and always when I'm too busy even to think about tracking down
the cause.
