What is the content of the ireland-wales.geo file?

GEO files reference some bitmap image, either locally or by URL. It's 
likely that your .geo file references an image not in xpm format. Bitmap 
image formats other than XPM and Geotiff are handled by the ImageMagick 
library and it looks like your copy of Xastir doesn't have ImageMagick 
support compiled in.
