[Xastir] Tiger shapefiles --- xastir.tamu.edu?

The server was one of several compromised.  I wasn't going to download 
those but I may now, as they're obviously having trouble getting things 
going again.  I've got a meeting in a few minutes but I'll try to get 
something on-track to take care of that today.
