[Xastir] Xastir install on Kubuntu

Check to see if there's something amiss in the .cvsrc file in your
home directory.  It should read something like this:

cvs -q -z3
update -d -P
diff -u

If you have no .cvsrc file I don't know where this error message can be
coming from, but you can try adding "-z3" to the command line right
after "cvs".
