[Xastir] Areas of Maximum Concern not showing

Someone snag some packets and send 'em to me. It sounds like someone is
snagging and sending the polygon warnings NWS will take live on 1 OCT
2007. I can cross-correlate them. We might also figure out who's doing
it, too.
