[Xastir] Weather Shapes formatting

Actually, the weather alerts are stippled using patterns that are loaded in at
the time xastir is started, and these could be edited with the utterly
simple X11 "bitmap" program (which should be part of the x11 clients package
on any X install).

It would be a PITA, but it's not hard-coded.
