There were some mods to the Xastir interface code quite a while back
that allow for delays and for sending without control-C's, but I
don't recall whether you can send without any CR's.
See tnc-startup.d700, tnc-startup.thd7, tnc-stop.d700 and
tnc-stop.thd7 for examples.

Perhaps that'll be enough to get you going.
