It's a C++ library but hopefully C code could access it. It's a
library for accessing raster maps, for those who haven't checked the
link.
Do you know what datum the TOP50 CDROM's are published in? The map
projection used?
Xastir isn't a general-purpose GIS type of program, so has extremely
limited capabilities when it comes to datums and/or projections.
Right now we can really only handle WGS84 or NAD83 datums, and
unprojected lat/long images. There's one special case of UTM
projection for the USGS DRG rasters that we can handle, but that was
custom-coded for those images alone, and in fact only works somewhat
well on the 7.5' maps, other scales it's not so good at.
