[Xastir] File Config Station does not open window

On Fri, Jul 04, 2008 at 09:28:23AM -0700, we recorded a bogon-computron collision of the <k4rjj at yahoo.com> flavor, containing:

Try turning off "Desktop Effects" in your gnome desktop options.  That
has been shown to cause problems for Xastir in the past.
