[Xastir] DRG Tiling Order

Now that I've got the WA DRGs in proper USGS format, I'm having an
issue with tiling in the correct order.

Behavior:

While the system lines up the maps properly, it isn't clipping the
borders.  The map borders are overlapping the map graphical areas.

System:

Ubuntu 8.04 (Hardy Heron)
./configure shows all the usual suspects (GraphicsMagick, libproj, geotiff)

Xastir Version:  CVS from about a week ago.

Suggestions?  At present, I've only got the TIF files in the map
directories.  I originally had both the TFW and FGD files in there as
well, but the same issue was observed.
