[Xastir] Install X-Windows development headers/libraries!

You may want to reconsider that and go with VMWare Player (free
download) and the Xastir/Xubuntu image for VMWare.  Lee and Tom just
put out a new version.  You'll be much happier with that over
Cygwin.  It runs much faster and you'll have a running system right
out of the box.  It'll take a bit of disk space though, and some
memory.
