[Xastir] Change to mailing list settings

After three people having difficulties in the last week, I just
tweaked the mail list settings so that reponses should go back to
the list instead of to the posters.  This should make things
simpler for some.  Xastir and Xastir-Dev.

Be careful if you intend to respond privately now:  Since the
default is to send to the list, you may have to manually edit the
"To:" field.
