[Xastir] make radar images see-through?

Yes, that's right. What you're looking for is to be able to display
RGB with Alpha (RGBA), and xastir is only using RGB. I'm pretty sure that
it would be a big rewrite of the raster display code to do transparency
of this sort. Would be nice, though.
