[Xastir] Trouble with festival ???

Hi to all on this list...

I've recently rebuilt my Ubuntu system (Hardy) and since initially
installing festival and xastir (all worked fine) then adding numerous
applications that I use festival seems to be broken! see below...

scott at Ubuntu:~$ festival --server &
[1] 15192
scott at Ubuntu:~$ socket: bind failed

[1]+  Exit 255                festival --server
scott at Ubuntu:~$ 

Any clues as to what this error code means?
