That functionality does not exist, as I understand the current
incarnation of dbfawk.

shapefile label location is a bit suboptimal at times.  A couple of
years ago I worked with the developers (Tom, IIRC) because I had a few
scenarios where it was virtually useless (labels for multiple features
were stacking).  Labeling code was improved, but still could use a bit
of work.
