Got it fixed.

Deleted every reference to GraphicsMagick that I could find,  
redownloaded, reinstalled and then followed the How-To.

The libraries were finally found and now I'm up to 1.9.5.

Here's what I ended up with:

   GDAL/OGR (Obtuse map formats) .......... : yes
   GPSMan/gpsmanshp (GPS downloads) ....... : no
