I'm partial to Perl.  The GD::Graph module is quite
full-featured (http://gdgraph.com/samples.html).  Perl/Tk is a nice
GUI environment for rapid GUI prototyping.  The beauty of Perl is that
you can get things up and running rather quickly, and it's truly
cross-platform.
