[Xastir] Heads up for Ubuntu 8.04 users of libproj

No, not really. 

libproj of *any* version will behave that way if it was built without datum
shifting grids. 

It's easy to rebuild libproj so it gets this right, it's just a matter of
unpacking a second tarball in the source tree before building.
