[Xastir] State Boarders

You need to use the program "dbfinfo" from the shapelib install or "testdbfawk" from Xastir to get the actual field names.  What you've got there is the 
records themelves.  I believe there are instructions in the wiki page for
running testdbfawk (which might be called "testawk" in that page if it hasn't
been updated, but testdbfawk is the right name these days).
