A few more possibilities:  The map crosses the 180 longitude
boundary.  Xastir can't handle that.  Break it into two maps in that
case.

I seem to remember that the last/lon format in UI-View files is
unusual.  Perhaps you fixed one of the numbers but in the wrong
format?

The map_index.sys file is human-readable.  Check whether the numbers
in there are similar to another map that works.

You can also "touch" the particular map so that Index New Maps works
to update its listing.  The New Maps selection works off file
timestamps:  If the timestamp of the map is newer than the timestamp
of map_index.sys it'll reindex it.
