[Xastir] Problems with lighting up Counties, NWS files

I discovered a problem with the NWS downloaded files which get put
into /usr/local/share/xastir/Counties and get lit up by WXSVR or
it's new replacement.  The "get-NWSdata" script is what goes out and
snags these and installs them.

On my laptop at home it's not lighting up counties.  On the desktop
machine everything's working fine.  They have the same zone
Shapefiles installed.  The laptop was updates via get-NWSdata just
last night and Xastir restarted.

Here's a bit of the directory entires for the above mentioned
directory for each:

Desktop:

See the problem?  The files are different sizes but the same name.
Also the timestamps on the three files with new sizes are also
changed.

Perhaps someone could verify whether manually downloaded/exploded
files look like the top listing or the bottom listing.  I don't know
yet whether the files at the download site are messed up or whether
our script or tools that it uses are doing it to us.  It needs
investigation though.  I suspect it's the zip file at the download
site that has the problem.

The problem may be as simple as they've updated the ZIP but forgot
to change the name, and the DBFAWK signature of the new file is
different so Xastir doesn't know how to use them...

This might explain why some people lately have been complaining that
alerts aren't lighting up!
