[Xastir] Davis Weather APRS Data Streamer

I've actually played around with an external program that will read a file
(WXNOW.TXT) and spit it out to a socket.   It would be pretty easy to do
that here.

Is there a spec somewhere on the new Davis software (I'm hoping it's
compatible with the WMII).
