Xastir will normally only gate APRS Messages and ACK's/NAK's from
the internet to RF, and only for stations that have been heard
recently on RF.

To override that you need to add info to the
"~/.xastir/data/nws-stations.txt" file.  This was originally
intended to make it possible to gate weather alerts to RF, but can
be used for gating other stations as well.

Grep for "nws-stations.txt" in the README file to see how it is
used.
