No, there is not.  Xastir will decode raw NMEA strings but will not produce
them.

Raw NMEA strings are rather long, and there's no real advantage to using them
other than the added precision --- which you can get with Base-91 or !DAO!
formats at a fraction of the cost to channel capacity.
