I can't answer the question about the tiled OSM maps 'cuz I haven't
tried them disconnected from the internet yet.  However...

Can you use USGS DRG topo maps and/or OSM vector street maps instead
of the OSM raster maps from the internet?  If so then you can
download everything ahead-of-time and forget about the internet
connection.

The OSM vector maps won't be as pretty, but they have the same info
and look good at any scale.

The USGS maps won't have up-to-date street info by any means, as
they are almost always multiple years (or decades) old.  Topo lines
don't change much though.  You'll need libtiff/libgeotiff/libproj
installed for that support (and in the right order if compiling
those libraries from scratch).

I think the OSM vector download for WA State was 55MB or so.  Didn't
check how much space it took up on the drive after de-compressing.
They go somewhere in your maps directory, the default is
"/usr/local/share/xastir/maps/".  You can create any number of
directories below that.
