If the station you're talking to has been heard on the RF interface
in the last hour, it will send it there.  Otherwise, it will send it
to the APRS-IS interface.

I'd have to look at the code to see if it _also_ sends to APRS-IS if
the station was heard on RF.  It may send to internet interfaces in
all cases.
