[Xastir] Can't compile with geotiff

Try compiling using the same flags as used by the Ubuntu source build of
Xastir:

CFLAGS=-I/usr/include/geotiff ./configure --prefix=/usr --sysconfdir=/etc --mandir=/usr/share/man
make
