That tag points into the language files, so if for some reason your
language files aren't getting updated from CVS, or you're not doing
a full "make install" to get them installed in the correct places
that Xastir is looking for them, you'll see that tag.

Are you compiling your Xastir from sources or are you running
someone else's binary?

The tag in language-English.sys says:

     PULDNMP016|Disable Fast Zoom/Pan/Home||

Basically it locks many of the zoom/pan controls so that your view
stays put.  Useful for events and SAR, where you get things set up
and don't want your map to accidentally move or pan.
