what type of USB/rs232 device are you using?  Are you using the
/dev/tty.whatever or the /dev/cu.whatever device special file?  Are
you sure the other application has actually let go of the serial port?

does xastir work if you never run the other app?

Next time it locks up, try unplugging the USB/232 adapter.  it's not a
solution, but it will probably shake xastir loose without resorting to
killing X.  I've seen this particular behavior before (sorry, can't
remember the context right now).
